COUNTY JUDGE HERMAN H. HOUSTON CALLED THE MEETING TO ORDER AND ASKED ALL TO JOIN HIM IN THE PLEDGE OF ALLEGIANCE TO THE FLAG. KEN MEDEIROS THEN SAID A WORD OF PRAYER.

COUNTY CLERK, MICHELLE FROST CALLED THE ROLL WILL ALL MEMBERS BEING PRESENT.

MINUTES OF THE DECEMBER MEETING WERE APPROVED WITH A MOTION BY MIKE JACOBS, SECONDED BY GENE RAIBLE. ALL IN FAVOR.

TREASURER’S REPORT- DAVID CHRONISTER MADE A MOTION TO APPROVE DECEMBER TREASURER’S REPORT, SECONDED BY GENE RAIBLE. ALL IN FAVOR.

ORDINANCE- # 1526- AN ORDINANCE APPROPRIATING MONIES IN TREASURER’S AUTOMATION FUNDS -3000-0103- THE SUM OF $ 5,356.00 TO BE DISTRIBUTED AS FOLLOWS: PERSONAL SERVICES: HEALTH INSURANCE-1009-$ 5,356.00, FOR A TOTAL OF

ORDINANCE # 1527 -AN ORDINANCE APPROPRIATING MONIES IN ARKANSAS HISTORIC PRESERVATION GRANT FUND-3543-0621 THE SUM OF $ 4,125.00 TO BE DISTRIBUTED AS FOLLOWS: PERSONAL SERVICES: ENGINEERING AND ARCHITECTURAL-3004-$ 3,770.18: OTHER SERVICES AND CHARGES: ADVERTISING AND PUBLICATION -3040- $ 354.82 FOR A TOTAL OF $ 4,125.00. MIKE JACOBS MADE A MOTION TO APPROVE, SECONDED BY LARRY HOLBEN MORGAN. ALL IN FAVOR.

DEPUTY KENNY SMITH WITH THE JOHNSON COUNTY SHERIFF’S OFFICE TALKED TO MEMBERS OF THE COURT ABOUT THE EXPLORER PROGRAM. SMITH STATED THAT THE PROGRAM CURRENTLY HAS  21 MEMBERS, AND THEY WILL GRADUATE IN SEPTEMBER. THE JOHNSON COUNTY SHERIFFS OFFICE HAS EMPLOYED ONE OF THE EXPLORERS AT THE DETENTION CENTER. SMITH STATED THAT THE CITY OF CLARKSVILLE HAS DONATED $ 500.00 FOR THE PURCHASE OF A COMPUTER. THE PROGRAM CURRENTLY HAS A BALANCE OF $ 2,193.44. SMITH STATED THAT THE EXPLORER PROGRAM HAS PARTICIPATED IN THE CHRISTMAS PARADE, AND PROVIDED A CHRISTMAS DINNER FOR CITIZENS OF JOHNSON COUNTY. SMITH TOLD THE COMMITTEE THAT HE HAS BEEN TALKING TO FIRE DEPARTMENTS ABOUT A COMMUNITY CRIME WATCH PROGRAM, THE COMMUNITIES WILL BE DIVIDED BY FIRE DISTRICTS. SMITH STATED THAT THE PROGRAM WILL BE NO COST TO THE COUNTY. THE PROGRAM WILL HAVE SIGNS THAT PEOPLE CAN PURCHASE TO HAVE IN THEIR YARD. SMITH STATED THAT HE WOULD LIKE TO HAVE A SAFETY DAY AND HAVE FOOD AND FINGERPRINTING AND TIPS ON SAFETY. SMITH STATED THAT THE MEETINGS WOULD BE HELD AT THE FIRE DEPARTMENTS OR COMMUNITY BUILDINGS.

NEW BUSINESS: WE HAD NONE.

OLD BUSINESS: STEVE MORGAN STATED THAT THE GRIEVANCE COMMITTEE MET AND THAT THE RESULTS OF THE GRIEVANCE WAS TO UPHOLD THE SHERIFF’S DECISION.
KEN MEDEIROS ASKED MR. LEWELLYN ABOUT THE TIRES.

MR. LEWELLYN STATED THAT THE SHREDDER HAS BEEN DOWN FOR ABOUT A MONTH AND A HALF. LEWELLYN STATED THAT HE HAS MADE PROGRESS BUT WITH THE MACHINE BEING DOWN IT HAS NOT HELPED THE SITUATION.

STEVE MORGAN ASKED MR. LEWELLYN IF HE COULD REPORT TO THE COURT HOW MANY TONS COME IN AND HOW MANY TONS GO OUT.

MR. LEWELLYN STATED THAT HE COULD.

KEN MEDEIROS STATED THAT HE APPRECIATED THE ALL THE WORK THAT MR. LEWELLYN HAS DONE AND ADMIRES HIS PATIENCE WITH THE PUBLIC ABOUT ALL THE COMPLAINTS HE HAS HAD.

TREVOR WATTS WITH BOY SCOUT TROOP # 76 IS WANTING TO EARN HIS EAGLE SCOUT.  IN ORDER TO DO THIS, HE MUST COME UP WITH A COMMUNITY SERVICE PROJECT THAT HE MUST ORGANIZE, FUNDRAISE, AND COMPLETE.  WATTS TALKED TO MEMBER’S OF THE COURT ABOUT BUILDING A GAZEBO ON THE WEST SIDE OF THE COURTHOUSE TO HONOR THE FALLEN LAW ENFORCEMENT AND FIREFIGHTERS IN THE COUNTY. WATTS STATED THAT HE WOULD LIKE TO HAVE THE PROJECT DONE IN THE SUMMER OF 2016. WATTS ASKED MEMBERS OF THE COURT TO APPROVE THE PROJECT SO THAT HE ALONG WITH THE JOHNSON FAMILY, SMITH FAMILY, SHERIFF’S OFFICE, AND CLARKSVILLE POLICE DEPARTMENT COULD START WORKING ON THE PROJECT. STEVE MORGAN MADE A MOTION TO HAVE THE COURTHOUSE COMMITTEE LOOK AT THE PROJECT, AND THEN REPORT BACK TO THE FULL COURT, DAVID CHRONISTER SECONDED. ALL IN FAVOR.

RESOLUTION # 284- A RESOLUTION DECLARING JOHNSON COUNTY IS COMMITTED TO FAIR HOUSING PRACTICES AND ENCOURAGING ADHERENCE TO THE PROVISIONS AND PRINCIPLES OF THE FEDERAL FAIR HOUSING LAW. STEVE MORGAN MADE A MOTION TO APPROVE, SECONDED BY HAROLD PARKER. ALL IN FAVOR.

RESOLUTION # 285- A RESOLUTION AUTHORIZING THE COUNTY JUDGE TO APPLY FOR A GRANT ON BEHALF OF THE JOHNSON COUNTY FAIR ASSOCIATION. LARRY PLUGGE MADE A MOTION TO APPROVE, SECONDED BY GENE RAIBLE. ALL IN FAVOR.

MEMBERS OF THE COURT LOOKED OVER ITEMS TO BE DELETED FROM THE JUVENILE OFFICE: 3 FILE CABINETS TAG # 417-419, THESE CABINETS ARE IN STORAGE AND NOT BEING USED; CANON COPY MACHINE-TAG # 171 THIS COPY MACHINE WAS TRADED IN FOR A NEW KYOCERA COPIER.

THE FOLLOWING ITEMS WERE TRANSFERRED FROM THE ASSESSORS OFFICE TO THE COUNTY CLERKS OFFICE 4 FILE CABINETS TAG # 2495-2497 ONE OF THE CABINETS DID NOT HAVE A TAG. 

THE FOLLOWING ITEM WAS DELETED FROM THE ASSESSORS INVENTORY- LEGAL FILE CABINET TAG # 666, THIS WAS GIVEN TO THE HISTORICAL SOCIETY.

NEW BUSINESS: ASSESSOR JILL TATE WENT OVER THE REAPPRAISAL REPORT WITH MEMBERS. TATE TOLD MEMBERS THAT THEY WOULD BE GETTING THE REPORTS MONTHLY.

OLD BUSINESS; JUDGE HERMAN HOUSTON STATED THAT HE WILL BE GETTING A MEETING SET UP TO DISCUSS THE PROJECT THAT TREVOR WATTS IS WANTING TO DO ON THE COURTHOUSE LAWN.

THE TREASURER ASKED THE COURT IF SHE COULD DO A COURT ORDER TRANSFERRING MONIES FROM THE PUBLIC DEFENDER INVESTIGATOR FUND TO THE PUBLIC DEFENDER, ALL MEMBERS WERE IN FAVOR.

BUDGET COMMITTEE MEETING
MARCH 23, 2016

MEMBERS PRESENT: STEVE MORGAN, GENE RAIBLE, MIKE JACOBS, LARRY HOLBEN, JOHN PAYNE.

OTHERS PRESENT: HERMAN HOUSTON, MICHELLE FROST, MELANIE COWELL, LETA WILLIS, LARRY JONES, JILL TATE, SHANNON HOLMAN, GREG DONALDSON, BLAIR GRIFFIN, 

STEVE MORGAN CALLED THE MEETING TO ORDER.

THE PURPOSE OF THIS MEETING IS TO DISCUSS RAISES AND REQUESTS MADE LAST YEAR AT BUDGET TIME THAT WAS PUT ON HOLD.

LARRY JONES STATED THAT A CONTRACT HAS BEEN DRAWN UP WITH NEEDY PAWS CONCERNING THE HOUSING OF SEIZED ANIMALS. THE CONTRACT WILL COST AROUND $ 2,000.00. JOHN PAYNE MADE A MOTION TO BRING BEFORE THE FULL COURT THE NEED FOR THE CONTRACT, GENE RAIBLE SECONDED. ALL IN FAVOR.

THE COLLECTORS OFFICE HAS PREVIOUSLY BEEN TAKEN OUT OF THE COLLECTORS AUTOMATION FUND AND THE FUNDS HAVE BEEN DEPLETED AND THE COLLECTOR IS REQUESTING THAT THE REMAINDER OF THE BUDGET BE TAKEN OUT OF COUNTY GENERAL. MIKE JACOBS MADE A MOTION TO BRING BEFORE THE FULL COURT THE REQUEST, JOHN PAYNE SECONDED. ALL IN FAVOR.

GENE RAIBLE MADE A MOTION TO BRING BEFORE THE FULL COURT A 3% RAISE FOR EMPLOYEES OUT OF STEP AND GRADE, MIKE JACOBS SECONDED. ALL IN FAVOR. JOHN PAYNE MADE A MOTION TO EXCLUDE THE JP’S FROM THE RAISES, LARRY HOLBEN SECONDED. ALL IN FAVOR.

JUSTICE OF THE PEACE MIKE JACOBS STATED THAT LAST YEAR SOME OF THE JP’S WERE NOT PAID FOR EXTRA MEETINGS DUE TO NOT ENOUGH MONEY IN THE BUDGET. JACOBS MADE A MOTION TO ADD $ 500.00 MORE TO EACH MEMBER, LARRY HOLBEN SECONDED. ALL IN FAVOR.

COUNTY JUDGE HERMAN HOUSTON STATED THAT LAST YEAR THE EXTENSION OFFICE REQUESTED AN EXTRA $ 29,000.00 FOR SALARIES, MIKE JACOBS MADE A MOTION TO BRING BEFORE THE FULL COURT ADDING $ 10,000.00 TO SALARIES, LARRY HOLBEN SECONDED. ALL IN FAVOR.

JUDGE HERMAN HOUSTON REMINDED ALL MEMBERS THAT WEDNESDAY MARCH 30TH THE GRAPHIC WILL BE AT THE EXTENSION OFFICE TO TAKE A PICTURE FOR NATION COUNTY GOVERNMENT MONTH.

THE HISTORICAL SOCIETY REQUESTED $ 2,000.00 LAST YEAR THE COMMITTEE TOOK NO ACTION.

ASSESSOR JILL TATE REQUESTED A PART TIME EMPLOYEE MIKE JACOBS MADE A MOTION TO APPROVE A PART TIME EMPLOYEE STARTING PAY AT $ 8.96 FOR 832 HOURS, JOHN PAYNE SECONDED. ALL IN FAVOR.

SHERIFF LARRY JONES REQUESTED TO HIRE 2 DEPUTIES.

GREG DONALDSON REQUESTED THAT THE COMMITTEE CONSIDER DROPPING 4 STEPS IN THE STEP AND GRADE MAKING THE STARTING PAY TO $10.00

COUNTY JUDGE HERMAN H. HOUSTON CALLED THE MEETING TO ORDER AND ASKED ALL TO JOIN HIM IN THE PLEDGE OF ALLEGIANCE TO THE FLAG. STEVE MORGAN THEN SAID A WORD OF PRAYER.

COUNTY CLERK, MICHELLE FROST CALLED THE ROLL WILL ALL MEMBERS BEING PRESENT.

MINUTES OF THE MARCH MEETING WERE APPROVED WITH A MOTION BY MIKE JACOBS, SECONDED BY GENE RAIBLE. ALL IN FAVOR.

TREASURER’S REPORT- GENE RAIBLE MADE A MOTION TO APPROVE MARCH TREASURER’S REPORT, SECONDED BY DAVID CHRONISTER. ALL IN FAVOR.

STEVE MORGAN GAVE A BUDGET COMMITTEE REPORT STATING THAT THE COMMITTEE MET AN DISCUSSED GIVING EMPLOYEES OFF THE STEP AND GRADE A 3 % RAISES AND DISCUSSED THE REQUEST THAT OFFICIALS ASKED FOR LAST YEAR AT BUDGET TIME.
THE COMMITTEE LOOKED OVER THE CARRYOVER FIGURES AND DISCUSSED EACH REQUEST. THE REQUEST THAT WERE APPROVED BY THE COMMITTEE ARE IN ORDINANCE FORM FOR APPROVAL TONIGHT.  GREG DONALDSON REQUESTED THAT THE COMMITTEE CONSIDER DROPPING 4 STEPS IN THE STEP AND GRADE MAKING THE STARTING PAY TO $10.00; THE COMMITTEE LOOKED OVER FIGURES AND RECOMMENDS THAT THE FULL COURT APPROVE NEXT MONTH.  MIKE JACOBS MADE A MOTION TO APPROVE THAT STEP AND GRADE EMPLOYEES WILL GET RETRO PAY FROM APRIL 24 DAVID CHRONISTER SECONDED. LARRY PLUGGE GAVE A COURTHOUSE COMMITTEE REPORT STATING THAT THE COMMITTEE APPROVED THE PROJECT THAT TREVOR WATTS IS WANTING TO DO ON THE WEST SIDE OF THE COURTHOUSE. PLUGGE STATED THAT THE PROJECT WOULD BE NO COST TO THE COUNTY. WATTS DISCUSSED WITH THE COMMITTEE SELLING ETCH BRICKS FOR $ 25.00 AND SELLING ETCHED BRICKS FOR $ 50.00.

NEW BUSINESS: JUDGE HERMAN HOUSTON STATED THAT THE DEMOCRATIC PARTY IS GOING TO HAVE A CONVENTION TO NOMINATE A PERSON TO GO ON THE NOVEMBER BALLOT UNOPPOSED AS A DEMOCRAT CANDIDATE. THE MEETING WILL BE MONDAY MAY 23RD AT THE MARVIN VINSON CENTER AT 6:00 P.M.

KEN MEDEIROS ASKED MEMBERS OF THE COURT IF THEY WOULD BE INTERESTED IN PASSING A RESOLUTION AGAINST THE COUNTY GOING WET.

STEVE MORGAN STATED THAT HE FELT LIKE IT WAS GOING THROUGH THE PROPER PROCEDURES AND THE VOTERS OF JOHNSON COUNTY SHOULD MAKE THE DECISION.

JOHN PAYNE STATED THAT HE WOULD LIKE TO KNOW WHAT THE PEOPLE IN THE JUSTICE OF THE PEACE DISTRICTS FELT ABOUT THE ISSUE SINCE THE QUORUM COURT REPRESENTS THE PEOPLE OF JOHNSON COUNTY.

RESOLUTION # 291- A RESOLUTION WHEREAS THE COUNTY OF JOHNSON HAS BEEN MADE AWARE THAT PLAINS ALL AMERICAN PIPELINE, L.P., HAS ACQUIRED THE RIGHT OF WAY TO CONSTRUCT AN OIL PIPELINE, KNOW AS THE DIAMOND PIPELINE, THROUGH AND ACROSS JOHNSON COUNTY, ARKANSAS; AND, WHEREAS, THE PROJECTED ROUTE OF SAID PIPELINE CROSSES CERTAIN ACRES THAT ARE VITAL TO THE WATER SUPPLY OF THE COUNTY OF JOHNSON, AND ITS CITIZENS, AND, WHEREAS, THE ARKANSAS DEPARTMENT OF HEALTH HAS ISSUED A LETTER TO THE ARMY CORPS OF ENGINEERS, THE PERMITTING ENTITY, STATING ITS OBJECTION TO THE CONSTRUCTION OF AN OIL PIPELINE THROUGH BOTH OF THE WATERSHEDS OF JOHNSON COUNTY, AND,

KATHY JONES COUNTY LIBRARIAN REQUESTED THAT THE COURT APPROVE THE RECOMMENDATION OF ALLISON WHITECOTTON FOR THE LIBRARY BOARD. MIKE JACOBS MADE A MOTION TO APPOINT ALLISON WHITECOTTON TO THE LIBRARY BOARD LARRY HOLBEN SECONDED. ALL IN FAVOR.
COUNTY JUDGE HERMAN HOUSTON TOLD THE COURT THAT GOVERNOR ASA HUTCHINSON APPOINTED LANA CHRONISTER TO FILL THE POSITION OF JUSTICE OF THE PEACE DISTRICT 4 FOR THE REMAINDER OF THE YEAR.
COUNTY JUDGE HERMAN HOUSTON TOLD MEMBERS OF THE COURT THAT THE ONLINE AUCTION HAS SOLD $262,875.00 SO FAR.
COUNTY JUDGE HERMAN HOUSTON TOLD MEMBERS OF THE COURT THAT THE COUNTY HAD A TRACTOR STOLEN, AND SO FAR THE TRACTOR HAS NOT BEEN LOCATED, SO THE COUNTY WILL PROBABLY HAVE TO PURCHASE A NEW ONE.
COUNTY JUDGE HERMAN HOUSTON TOLD MEMBERS OF THE COURT THAT ASSESSOR JILL TATE WOULD LIKE TO MOVE ACROSS THE STREET IN THE BUILDING THAT THE COUNTY RECENTLY PURCHASED. HOUSTON STATED THAT THE ASSESSORS APPRENTICE PROGRAM USES A LOT OF FIBER OPTIC AND HE WILL TALK TO THE CITY TO SEE HOW MUCH IT WOULD COST TO HAVE FIBER OPTIC ACROSS THE STREET. HOUSTON STATED THAT THIS WOULD MAKE THE BUILDING MORE HANDICAP ACCESSIBLE. HOUSTON STATED THAT HE WOULD HAVE TO SEE HOW MUCH IT WOULD COST FOR THE ASSESSORS OFFICE TO MOVE ACROSS THE STREET.

PERSONNEL COMMITTEE MEETING
JUNE 21, 2016

MEMBERS PRESENT: STEVE MORGAN, GENE RAIBLE, LANA CHRONISTER, JOHN PAYNE , AND DAVID WYLES.

OTHERS PRESENT: HERMAN HOUSTON, MICHELLE FROST, MELANIE COWELL, LARRY JONES, SHANNON HOLMAN, GREG DONALDSON, JOYCE CARSON.

STEVE MORGAN CALLED THE MEETING TO ORDER.

THE PURPOSE OF THIS MEETING IS TO GO OVER CHANGES THAT NEED TO BE MADE TO THE PERSONNEL POLICY.

MIKE RAINWATER HAS LOOKED OVER THE POLICY AND MADE SUGGESTIONS TO THE COMMITTEE ON WHAT NEEDS CHANGED.

PUBLIC SAFETY EMPLOYEE DRUG AND ALCOHOL TESTING: PUBLIC SAFETY NEEDS TO BE DEFINED IT COULD CAUSE PROBLEMS LATER DOWN THE LINE. THE DRUG TESTING HAS TO BE TRULY RANDOM AND THAT IT REQUIRES A DEFINED POOL OF TO-BE-TESTED EMPLOYEES.

EMPLOYEE COMPENSATION: WHERE IT SAYS JOHNSON COUNTY DOES NOT PAY OVERTIME THE COMMITTEE NEEDS TO FIND OUT IF THIS CAN STAY IN THE POLICY, AND KEEP A EMPLOYEE CAN NOT ACCUMULATE MORE THAN 120 HOURS. STEVE MORGAN SUGGESTED ADDING THE COUNTY RESERVES THE RIGHT TO TELL EMPLOYEES TO USE COMP TIME. JUDGE HERMAN HOUSTON STATED THAT HE WILL CONTACT BRUCE WILSON TO SEE IF THIS COULD BE ADDED.
 
CHRISTMAS BONUS NEEDS TO BE RENAMED IN THE POLICY TO “LONGEVITY PAY” AND TAKE OUT THE WORD BONUS.

PREGNANCY LEAVE NEEDS TO BE 12 WEEKS INSTEAD OF 12 MONTHS.

COUNTY-OWNED CELL PHONES ADD: “ALL COUNTY-OWNED CELL PHONE RECORDS ARE SUBJECT TO FOIA DISCLOSURE TO ANY REQUESTING CITIZEN”. 

THIS NEEDS TO BE ADDED TO THE FRONT OF THE POLICY: NOTE: WITH REGARD TO THE VACATION, SICKNESS, AND OTHER FRINGE BENEFITS OUTLINED HEREIN, IT MUST BE UNDERSTOOD THAT THESE BENEFITS ARE NOT REQUIRED BY LAW NOR ARE THEY GUARANTEED BY THE COUNTY, NO CONTRACT IS ENTERED INTO BY THE COUNTY WITH ANY EMPLOYEE, NOR DOES THE COUNTY INCUR ANY DEPT. OF OBLIGATION 

JOHN PAYNE MADE A MOTION TO ADOPT THE RECOMMENDED CHANGES, GENE RAIBLE SECONDED. ALL IN FAVOR. 

SHERIFF LARRY JONES STATED THAT IN THE SHERIFFS OFFICE POLICY WHEN AN EMPLOYEE IS DISCIPLINED IT IS FOR 3 DAYS WITH PAY. JONES ASKED IF THE POLICY COULD BE CHANGED WHERE THE EMPLOYEE WOULD NOT BE PAID FOR BEING DISCIPLINED. 

COUNTY JUDGE HERMAN HOUSTON TOLD SHERIFF JONES TO GET WITH RONNIE BALDWIN AND SEE IF THE SHERIFFS ASSOCIATION HAS A POLICY THAT ADDRESSES THIS ISSUE.

SHERIFF LARRY JONES TOLD THE COMMITTEE THAT DEPUTY KENNY SMITH IS WANTING TO BE THE JAIL ADMINISTRATOR AND GREG DONALDSON IS WANTING TO BE A ROVER DEPUTY AND PUBLIC INFORMATION OFFICER. SHERIFF JONES STATED THAT THE SALARIES WOULD NOT CHANGE DONALDSON WOULD STAY AT HIS SALARY AND SMITH WOULD STAY AT HIS SALARY. JONES STATED THAT THIS WOULD NOT COST THE COUNTY ANY MORE MONEY. JONES ASKED THE COMMITTEE IF THIS WAS LEGAL AND WOULD HE HAVE TO HAVE THE COURTS APPROVAL.

STEVE MORGAN STATED HE FELT LIKE THIS COULD CAUSE PROBLEMS AND JONES NEEDS TO CONSULT WITH BRUCE WILSON TO SEE IF THIS WAS LEGAL.

LANA CHRONISTER STATED SHE FELT LIKE THIS COULD BE A PROBLEM.

DAVID WYLES ASKED IF THIS WAS GOING TO BE A PROBLEM WITH THE OTHER DEPUTIES.

THE COMMITTEE TOOK NO ACTION ON THE REQUEST OF JONES OTHER THAN TO TALK TO BRUCE WILSON.

COUNTY CLERK MICHELLE FROST STATED THAT THE COMMITTEE NEEDS TO LOOK AT A COUPLE MORE THINGS IN THE POLICY THE BEREAVEMENT POLICY NEEDS TO BE LOOKED AT THERE IS NO SET AMOUNT OF DAYS, AND WHEN A JAILER OR ROAD DEPARTMENT EMPLOYEE WORKS 12 OR 10 HOUR DAYS THE JAILER ONLY GETS PAID FOR 8 HOURS AND A ROAD EMPLOYEE GETS PAID FOR 10 HOURS.

COUNTY JUDGE HERMAN HOUSTON STATED THAT HE WOULD GET WITH THE CLERK AND GO OVER THINGS SHE WANTED LOOKED AT IN THE PERSONNEL POLICY.

MEMBERS PRESENT: JOHN PAYNE, MIKE JACOBS, LANA CHRONISTER.

JOHN PAYNE CALLED THE MEETING TO ORDER.

THE PURPOSE OF THIS MEETING IS TO DISCUSS HIRING A NURSE AT THE DETENTION CENTER.

ART ROSE WITH ADVANCE CORRECTIONAL HEALTH CARE PRESENTED THE COMMITTEE WITH A PROPOSAL.

MR. ROSE STATED THAT ADVANCE CORRECTIONAL HEALTHCARE WILL PROVIDE NURSING SERVICES; MENTAL HEALTH; MANAGEMENT SERVICES; RISK MANAGEMENT PROGRAM; PHARMACEUTICALS; ON-SITE TESTING; MEDICAL SUPPLIES (DISPOSABLE).

THE COMPANY PROVIDES A NURSE THAT WORKS 25 HOURS EVERY WEEK AND A DOCTOR WILL COME IN EVERY WEEK AND 3 DOCTORS WILL BE ON CALL.

EVERY 8 WEEKS A PERSON COMES IN AND EVALUATES TO SEE HOW THE PROGRAM IS WORKING; 14 DAY ASSESSMENTS ARE DONE TO MONITOR HEALTH OF INMATES.

THERE IS A 30 DAY OUT CLAUSE IF THE COUNTY DOES NOT LIKE HOW THE PROGRAM IS WORKING.

THE COST TO THE COUNTY WOULD BE $73,605.55 A YEAR WITH MONTHLY PAYMENTS OF $ 6,133.80. 

MIKE JACOBS STATED THAT THE COMMITTEE NEEDS TO LOOK AT MONEY AROUND BUDGET TIME AND SEE HOW THIS WILL AFFECT COMP. TIME OF JAILERS HAVING TO TAKE INMATES TO ER ROOM AND THE TIME IT TAKES JAILERS TO DISPENSE MEDS TO INMATES.

THE COMMITTEE TOOK NO ACTION AT THIS TIME.
